Kelly Bulin

Kelly Hill Bulin is the Director of Program Development, Planning, and Prevention Services for the Eastern Shore Community Services Board in Virginia. With over 34 years in behavioral health, she has led groundbreaking initiatives including Virginia’s first licensed Opioid Medication-Assisted Treatment Mobile Clinic and Harm Reduction Vending Machine program. She is a passionate advocate for youth, individuals in recovery, and those living with mental illness.
